Submission to the IOPC Fund - Entry into force of the 2001 Bunkers Convention

This document expresses concern that no Contracting State to date has agreed to issue Bunker Convention certificates to vessels registered in non-Contracting States irrespective of whether they are calling at a port of a Contracting State.
