US Pollution - NRC and MSRC - MSRC Addendum concerning the use of dispersants

This circular informs members that United States Coast Guard regulations now require vessel response plans for tank vessels to include an oil spill response organisation capable of applying dispersants by air as part of a clean up operation. Both MSRC and NRC confirmed that they have dispersant capability in all areas of the US with the exception of Hawaii where it will be necessary to cite Clean Islands Council in addition to either NRC or MSRC. Members are informed that MSRC included a dispersant addendum to its service agreement which introduced liabilities on the vessel owner which fell outside the scope of club cover and therefore do not conform with the IG Guidelines on Vessel response plans. Owners are advised that additional cover has been arranged in the market and owners wishing to sign the addendum are advised to contact their club for details.
