This circular informs Members of new legislation introduced in Venezuela (the "Organic Drugs Law") to regulate the investigation and potential prosecution of shipowners and crew in cases where vessels have been targeted by drug smugglers for the carriage of illegal narcotics. The circular accordingly draws Members' attention to certain risks associated with trading their vessels to Venezuela and the concerns of the Group with the new legislation.
